• Senate Majority Leader Harry Reid unveiled long-awaited legislation last night to extend health care coverage to all but 6% of eligible Americans and bar private industry from denying insurance because of pre-existing medical conditions. The bill would reduce deficits by $127 billion over a decade.
• A federal judge ruled yesterday that the Army Corps of Engineers’ failure to properly maintain a navigation channel led to massive flooding in Hurricane Katrina in 2005, a decision that could make the federal government vulnerable to billions of dollars in claims.
• Disappointing forecasts from technology companies and an unexpected drop in home construction added to worries about the economy and sent stocks modestly lower yesterday. The Dow fell 11 points at close yesterday.

President Obama wants to sign the legislation into law by the end of the year, but abortion opponents in the Senate are seeking tough restrictions in the bill.
• Nearly a year before Maj. Nidal Hasan allegedly went on a shooting rampage at Ft. Hood, terrorism investigators conducted an “assessment” of him before deciding he did not pose a threat. After the shooting, the FBI is doing a new assessment – of its own conduct. President Obama, meanwhile, will attend a memorial service for the victims today at Ft. Hood.
• D.C. Sniper mastermind John Allen Muhammad will be executed today for the attacks that terrorized the nation’s capital region for three weeks in 2002.

• Cheered by President Obama, House Dems rolled out landmark legislation yesterday to extend health care to tens of millions who lack coverage, impose sweeping new restrictions on the insurance industry, and create a government-run option to compete with private insurers.
• President Obama will host the Joint Chiefs of Staff at the White House today as he reassesses his administration’s military strategy in Afghanistan. The meeting will give each branch of the armed services a direct opportunity to tell Obama the effect on the military if a large number of additional forces are sent to Afghanistan.
• Mark Teixeira and Hideki Matsui hit solo homers off Pedro Martinez to give the New York Yankees a 3-1 victory over the Philadelphia Phillies and tie the World Series at 1-1 last night.

• After scouring northern Colorado by foot and air, frantically chasing a now-infamous Mylar balloon for dozens of miles and interviewing his big brother over and over, local and federal authorities ended their search for 6-year-old Falcon Heene where it began – at his house. He was in a box. In the attic. The whole time.
• House speaker Nancy Pelosi warned her Senate counterparts yesterday that she intends to fight hard for a public plan option as part of any comprehensive health care overhaul bill. Dem Senate leaders have not yet indicated whether they will include the option when they combine their two measures.
• President Obama signed legislation yesterday providing an additional $7.5 billion in assistance to the Pakistani government to help them combat a wave of attacks orchestrated by the Taliban.
• Supreme Court Justice Ruth Bader Ginsburg was hospitalized Wednesday night for what appeared to be an adverse reaction to medication, but she was released Thursday.

• The Obama administration is planning to push for new sanctions against Iran, targeting its energy, financial, and telecommunications sectors if it does not comply with international demands to come clean about its nuclear program, according to U.S. officials.
• The Senate Finance Committee today is expected to consider whether the government should offer its own insurance plan for the middle class in competition with private carriers. A public option is the top goal for Liberals, but it has no GOP support and moderate Dems say the Senate will never go along.
• In two cases, judges appointed by GOP presidents have refused at an early stage to dismiss lawsuits against former Attorney General John Ashcroft and former Justice Department official John Yoo. The lawsuits stem from law enforcement and intelligence efforts after 9/11
• The U.S. Secret Service is investigating a survey on Facebook that asked whether people thought President Obama should be assassinated. The poll was taken off the site quickly after Facebook officials were alerted to its existence.

• Judge Sonia Sotomayor is expected to easily win Senate confirmation today as two more Republicans, Sen. Kit Bond of Missouri and Sen. Judd Gregg of New Hampshire, announced their support for the country’s first Hispanic high court pick.
• President Obama announced yesterday that the federal government will provide $2.4 billion in grants for the development of more fuel-efficient, battery-powered automobiles. Obama’s announcement was the latest in a series of administration initiatives designed to accelerate a nationwide transition to a “green economy.”
• Former U.S. Rep. William Jefferson of Louisiana was convicted yesterday on 11 of the 16 corruption charges against him in a case that included the discovery of $90,000 in his freezer. A federal court jury convicted Jefferson on four bribery counts, three counts of money laundering, three counts of wire fraud, and one count of racketeering.
