• Former President Jimmy Carter said yesterday that Rep. Joe Wilson’s outburst to President Obama during a speech to Congress last week was an act “based on racism” and rooted in fears of a black president.

The House formally rebuked Rep. Joe Wilson (R-SC) yesterday for shouting “You lie!” at President Obama during last week’s nationally televised speech. Lawmakers thought Wilson had violated basic rules of decorum and civility in his outburst.

ABC News says it was wrong for its employees to Tweet that President Obama had called Kanye West a “jackass” for the rapper’s treatment of country singer Taylor Swift. ABC said some of its employees overheard a conversation between the president and CNBC and didn’t realize the conversation was off the record.

President Obama sought last night to rally support for sweeping health care legislation he’s struggling to push through Congress, expressing support for a surtax on families making more than $1 million a year to help pay for it. He also vowed to reject any measure “primarily funded through taxing middle-class families.”

Sen. Lindsey Graham (R-SC) announced yesterday he plans to vote for Supreme Court nominee Judge Sonia Sotomayor, bucking the views of most of his conservative GOP colleagues. Sen. Jon Kyl (R-AZ) and Sen. Thad Cochran (R-Miss) announced yesterday that they plan to oppose the judge.

The Senate yesterday narrowly rejected a controversial measure to allow people to carry concealed weapons from state to state. The measure would have required each of the 48 states that currently allow concealed firearms to honor permits issued in other states.

Outgoing Alaska Gov. Sarah Palin is rejecting allegations she broke state ethics laws by letting supporters set up a legal defense fund for her.

Iran’s supreme leader today rejected opposition claims that last week’s presidential elections were rigged, describing President Mahmoud Ahmadinejad’s win as “definitive” and calling for an end to days of protest.

The Senate yesterday passed a $106 billion spending bill that includes about $80 billion for the wars in Iraq and Afghanistan, sending the bill to the White House for President Obama’s signature. The money will fund the wars through October.

Key Senate Democrats are paring back subsidies designed to make insurance more affordable as they reach for bipartisan support on health care legislation. An outline circulated yesterday by Sen. Max Baucus (D-MT) also leaves open the possibility that there would be no direct government competition against private insurers.

Federal Reserve Chairman Ben Bernanke gave his most optimistic prediction yet yesterday about the end of the recession, saying he expects the economy to start growing again this year – although the comeback could be weak and more jobs will disappear even after a recovery takes hold.

• President Obama wants Pakistan to step up its commitment to fighting Taliban militants who are growing in strength and compromising vital U.S. interests. In meetings at the White House today, Obama will press the leaders of Afghanistan and Pakistan to better coordinate their efforts to fight the Taliban.

The White House yesterday put to rest speculation that President Obama may choose his first Supreme Court nominee as early as this week. Spokesman Robert Gibbs said that Sen. Orrin Hatch was (R-UT) was incorrect when he told reporters that he expected a nomination by the end of this week.

Sen. Arlen Specter (D-PA) said yesterday that he hoped GOPer Norm Coleman would be declared the winner in Minnesota’s dragged-out senate race. He said that he would like a Jewish Republican in the Senate.
