• President Obama urged lawmakers yesterday to work through partisan differences that are threatening health care legislation just as it starts moving through Congress. He insisted they pass a bill this year that reins in costs and helps provide coverage to nearly 50 million uninsured people.

• The Obama administration issued new regulations yesterday that set pay limits on companies that receive TARP assistance, with the toughest restrictions aimed at seven recipients of “exceptional assistance.”

• The Senate Finance Committee yesterday heard proposals on how to pay for President Obama’s proposed universal health care plan, which is expected to cost more than $1 Trillion. Among the proposals: A three-cent tax on sodas as well as other sugary drinks, including energy and sports drinks. Diet sodas would be exempt.

• A source close to House Speaker Nancy Pelosi now confirms to CNN that Pelosi was told in February 2003 by her intelligence aide that waterboarding was actually used on CIA detainee Abu Zubaydah. Pelosi reportedly didn’t object because she had not been personally briefed about it – only her aide had been told.

• President Obama twice authorized the military to use force to rescue the U.S. captain who was being held by Somali pirates. In a statement, Obama said, “I share the country’s admiration for the bravery of Capt. Phillips and his selfless concern for the crew. His courage is a model for all Americans.”

• President Obama and his family took communion yesterday as they celebrated Easter at St. John’s Episcopal Church in their first public worship service since the inauguration. Every president since James Madison has attended services at St. John’s, located across from the White House.

• The Obamas now have a 6-month-old Portuguese water dog named Bo. It was given to the Obama girls as a gift from Sen. Ted Kennedy.

• As expected, GOP Sens. Susan Collins, Olympia Snowe, and Arlen Specter yesterday all voted “yes” on a procedural vote to end debate on the economic recovery plan. The total vote was 61-36 in the Senate and it now advances to a final vote on the bill today.

• President Obama was on the road yesterday in Elkhart, Indiana, campaigning for swift passage of the massive recovery plan he argued would create jobs in hard hit places in the American heartland. He’s set to travel to Ft. Myers, Florida today where he is expected to be introduced at a rally by Florida’s GOP Gov. Charlie Crist.

• Alex Rodriguez is now the highest-profile Major League Baseball player to confess to cheating in baseball’s steroids era. He told ESPN yesterday he used banned substances while playing with the Texas Rangers from 2001 to 2003.
